Some people think play is useful. I disagree. I believe play is beyond usefulness. Usefulness itself exists in order to allow play. Play is the end of the food chain. It is the purpose for everything else. Work is useful. But we work only in order to play. Play has no reason to exist, but it gives everything else a reason.
By extension, we have a Finance Ministry in order to have a Culture Ministry.
